National City to Discuss Additional Tenant Protections on Tuesday
While no ordinance is being voted on this coming Tuesday, February 20, the National City Council will discuss whether to direct city staff to create a local ordinance to provide additional protections to tenants who were impacted by recent flooding. SCRHA has reached out to councilmembers to discuss the issue. SCRHA believes that most of what is at issue is covered by state law and the County’s Eviction Moratorium and Rent Cap. It also appears that issues are isolated and not a problem city-wide. SCRHA will continue to work with the city and to educate property owners and tenants about their rights in the aftermath of flooding. SCRHA will notify members when the agenda and supporting materials are available for review.
Chula Vista to Vote Tuesday on Mandated Updates to Tenant Protection Ordinance
As SCRHA reported previously, the Chula Vista Council will be voting on changes to the Tenant Protection Ordinance that are necessary to comply with state law. SB 567 goes into effect on April 1 and alters the rules and requirements for termination of tenancy for substantial remodel and owner/family member move in. Local ordinances must be amended to remain in compliance. SCRHA has reviewed the proposed changes and offered suggestions related to clarity on certain definitions. The city is also clarifying certain penalties to be in line with existing municipal code. No changes are being proposed that would make the ordinance more restrictive or problematic for property owners or managers other than those required by state law. The agenda is available here.
CalRHA Urges Expedited Action on Property Insurance

Legislative Bill Introduction Deadline Looms
State Senators and Assemblymembers have until tomorrow, February 16, to introduce legislation. Already SCRHA is tracking several bills such as one that would establish the Office of Tenants’ Rights and Protections, another that would enact legislation related to a landlord’s ability to prohibit common household pets, and a bill that would mandate a working telephone be placed on pool decks for emergencies. Many bills will be “spot bills” and have specific language added later. SCRHA will be reviewing bills and taking positions on industry legislation in the coming weeks in preparation for committee hearings and for SCRHA’s April 10 lobbying trip to Sacramento.
