Oceanside Council to Discuss Tenant Protections
While details are not yet available, the Oceanside City Council is set to hold a discussion on Tenant Protections on March 13, 2024. It is expected that city staff will provide an overview of the resources the city currently has in place to assist tenants and landlords as well as options for the creation of a local ordinance. SCRHA contends that state law provides ample protections for tenants and that many of the so-called "loopholes" in the law will be addressed by upcoming changes to the law that will further restrict no-fault termination of tenancy (SB 567 effective April 1). SCRHA will provide more updates in the coming weeks. Councilmember Eric Joyce wrote on social media, “Cities have the authority to protect renters from exploitative landlords. Like every city we have great landlords and not-so-great landlords. I know we can come up with a plan that works for our people.” He is hosting a Tenant Protections Forum on March 7. FYI Regarding Rent Increase Requests in the County Housing Authority Programs
The Housing Authority of the County of San Diego reviews all rent increase requests for rent control limits, such as the Tenant Protection Act of 2019 (TPA). The current rent increase cap under the TPA is 10% within a 12-month period (note this limit may change annually). Please note that landlords must include a completed and signed Landlord Rent Increase Self Certification form for rent increase requests administered by HACSD.
