County of San Diego Adopts Stopgap Eviction Moratorium Ordinance
On Tuesday, March 11, the San Diego County Board of Supervisors approved an ordinance designed to protect residents from predatory practices and displacement in the days immediately following a declared emergency. SCRHA opposed the ordinance citing numerous policy flaws. The ordinance is designed to be a temporary measure and only in place for 7 days after an emergency is declared, giving officials time to craft protections for specific emergencies (i.e., regulations for specific zip codes impacted by a flood). SCRHA is still concerned with the lack of proactive tenant communication when they suffer a hardship and the impact on previously served notices. Supervisor Joel Anderson was the lone NO vote, with Supervisors Terra Lawson-Remer, Monica Montgomery-Steppe, and Jim Desmond voting yes. SCRHA will monitor the law and unintended consequences moving forward. Read more.
SCRHA Advocates for Industry in Sacramento
Dozens of rental housing industry advocates were in Sacramento yesterday, March 12, to lobby on bills that impact the industry. SCRHA led a group of 10 who visited the offices of State Assemblymembers and Senators to ask for support of the CalRHA-sponsored bill to make it easier to remove squatters. Discussion also included concerns with bills related to evictions, rent-control, and price gouging/emergency declarations. SCRHA received positive feedback and is hopeful that our ongoing advocacy will lead to positive outcomes. Look for legislative updates in the future.
